सतर्कता को जागरूकता और सजगता के रूप में परिभाषित किया गया है। चौकस और सतर्क रहना और इस प्रकार संगठन में भ्रष्टाचार मुक्त वातावरण सुनिश्चित करना सतर्कता विभाग की जिम्मेदारी है।

सामान्य रूप से भ्रष्टाचार विभिन्न रूपों में प्रकट होता है जैसे रिश्वतखोरी; भाई-भतीजावाद; किसी को लाभ पहुँचाने के लिए जानबूझ कर की गई कार्रवाई या इरादतन निष्क्रियता या किसी ज्ञात या अज्ञात को लाभ से वंचित करना; पक्षपात; निर्धारित प्रक्रियाओं का पालन करने में विफलता के कारण किसी को अनपेक्षित लाभ या पात्र को लाभ से वंचित करना। भ्रष्टाचार के खिलाफ लड़ाई कई मोर्चों पर लड़ी जाती है और सतर्कता विभाग इस लड़ाई में सबसे आगे है।

सतर्कता विभाग भ्रष्टाचार विरोधी लड़ाई को मुख्य रूप से दो मोर्चों पर करता है - निवारक और दंडात्मक। इसमें अनियमितताओं का पता लगाना, विश्लेषण करना और ऐसी अनियमितताओं के कारणों का पता लगाना और उन्हें रोकने के लिए प्रभावी प्रणालीगत सुधार करना शामिल है। इसमें कदाचार के लिए जिम्मेदार अधिकारियों की पहचान करना और उन्हें दंडित करने के लिए उचित कार्रवाई करना भी शामिल है। हालांकि दोषी अधिकारियों के खिलाफ 'दंडात्मक कार्रवाई' निश्चित रूप से महत्वपूर्ण है, यह विभाग 'निगरानी' और 'निवारक उपायों' के तुलनात्मक लाभ को मान्यता देता है, जैसा कि कहा जाता है, "इलाज से बेहतर रोकथाम है (पहले से ही सावधानी बरतना अच्छा होता है।)"

सतर्कता अनिवार्य रूप से एक प्रबंधन कार्य है और यह उन जांचों का हिस्सा है जो किसी भी संगठन के स्वस्थ विकास के लिए आवश्यक हैं। अपने हस्तक्षेप के माध्यम से, सतर्कता विभाग यह सुनिश्चित करने का प्रयास करता है कि संगठन की प्रणालियाँ और प्रक्रियाएँ न केवल कुशल हैं बल्कि नैतिक, न्यायसंगत और निष्पक्ष भी हैं। ईमानदारी इसका अनिवार्य घटक होना चाहिए।

सतर्कता विभाग के सामने एक ऐसा वातावरण बनाने की चुनौती है जिसमें ईमानदार लोग निडर होकर काम कर सकें और भ्रष्टाचारियों को तुरंत दंडित किया जा सके। सतर्कता विभाग चुनौतियों का प्रभावी ढंग से मुकाबला करने में सभी के सहयोग की अपेक्षा करता है।

Vigilance is defined as watchfulness and alertness. Being watchful & alert and thereby ensuring a corruption free environment in the organisation is the responsibility of the Vigilance department.

Corruption in general is manifested in various forms such as bribery; nepotism; wilful action or wilful inaction to benefit someone or to deny benefit to someone known or unknown; favouritism; failure to follow laid down processes leading to unintended benefit to someone or denial of benefit to the deserving. The battle against corruption is fought on many fronts and vigilance department is at the fore front of this battle.

Vigilance department takes up the anti-corruption fight mainly on two fronts – Preventive & Punitive. It includes detecting irregularities, analysing and finding out reasons for such irregularities and making effective systemic improvements to curb them. It also entails identifying the officials responsible for misconduct and taking appropriate actions to punish them. Though ‘punitive action’ against errant officials are certainly important, this department recognises the comparative advantage of ‘surveillance’ and ‘preventive measures’ as the saying goes, "prevention is better than cure".

Vigilance essentially is a management function and is part of the checks that are required for healthy growth of any organization. Through its intervention, vigilance department strives to ensure that the systems and procedures of the organisation are not only efficient but also ethical, just and fair. Integrity has to be its essential ingredient.

The challenge before Vigilance department is to create an environment in which the honest can work fearlessly and the corrupt are punished promptly. The Vigilance department solicit the support of all in efficiently meeting the challenges.
