After uploading of all documents, the documents will be evaluated by GSRTC.
After evaluation, GSRTC will allow bidders for participation in auction to fill
the price. Decision of GSRTC will be final and binding on the bidders.
If bidder does not upload documents within this time, then his bid will not
be considered and he will not be allowed to participate in the auction to fill
the price.

Tender fee is non-refundable, the payment received by the Corporation after
the fixed time limit of tender fee will not be returned for any reason
The payment of tender fee will not be refunded by the Corporation even in case
of failure of bank transaction or non-receipt on time due to other reasons.

He/she is not involved in any criminal activity nor is there any pending
criminal proceedings in the police station.
Licensee Fees / or any dues of the corporation is not outstanding.
To the claimant or his family. An affidavit stating that the corporation has
not been blacklisted in the last two (2) years, i.e. by the date the tender is
to be opened, must be submitted in original with a notary and in it the
signatures of two witnesses (signatures of two persons other than family) and
Aadhaar card of all must be submitted. Self-attested copy has to be enclosed.
Also copy of two years business experience certificate
9. Sample certificate of this type of business experience must be
submitted and attached work order must also be submitted. Running any type of
hotel / guest house as a business experience. / Other stall allotment
businesses at bus stations as well as businesses associated with public
facilities / such as food and beverage canteen business shall have to submit a
certificate from Govt-/Non-Govt/Semi-Govt/Private organization
10. Candidates belonging to Scheduled Castes/Tribes shall compulsorily submit
a certified copy of Social Welfare Officer's certificate along with the
tender. Or if there is a co-operative society or organization / public service
organization having 1/3 members of scheduled caste/tribe, supporting
documentary evidence of that authority shall be compulsorily submitted. ( if
applicable , not mandatory )
11. In case of individual, one's recent passport size photograph has to be

Payment Terms:
1. PRE-BID EMD
:The
intending buyers have to deposit pre-bid EMD as detailed favouring MSTC Limited
by way of online transfer of payment through RTGS/NEFT, which must be routed
through MSTC website only. The process to be followed by Bidders for payment of
Pre-Bid:
Bidders after successful login will get three new links at their homepage as
a. Pay Pre Bid EMD
b. EMD Refund Request
c. EMD Ledger
Bidders are requested to click on the link Pay Pre Bid EMD and generate the pre
bid EMD payment challan. This challan shall be valid for three days from the
date of generation. For separate transaction separate challan is to be
generated. After generation of the challan the bidders has to get the amount
transferred from their bank through NEFT/RTGS.
Pre bid transferred by any other link will not be considered for bidding in the
auction. Submission of Pre Bid EMD through DD/PO is not acceptable.
The amount deposited by the bidders will be updated on receipt of confirmation
from bank. Thus the bidders are advised to deposit the pre bid EMD well in
advance.
Once the EMD is received and intimation is received from the bank the amount
will be visible in the buyer's login through the link EMD ledger.
In case the bidder wants to apply for refund they may apply for refund from
their login through the link EMD refund request. Refund to bidder as per their
online request will also be processed from MSTC HO on the next working day. This
payment will be credited to a specific MSTC HO PNB account only and as per
successful bidding, equivalent amount will be forwarded to respective
Region/Branch on the next working day. This pre-bid EMD cannot be used for any
other purpose.
Remittance of pre-bid EMD should be done strictly as per the process detailed
above. The Pre-Bid amount will be liable for forfeiture for any failure of the
successful bidder to fulfill any of the terms and conditions of the E-Auction.
No interest is payable on this pre-Bid EMD. LPC applicable due to wrong payment
mode shall be responsibility of the Buyer
2.NOTE
FOR Security Deposit Payment after auction:Bidder must submit security deposit
within 7 days from e-auction/Acceptance of Lot.The system of
acceptance of e-Payment made by buyer to MSTC Vadodara shall henceforth be
completely system based and automatic. As such buyers are requested to generate
separate e-Payment challans for each transaction using the "e-Payment" link
provided in their buyer login and select payment type as EMD and region as
Vadodara and select auction number and lot number and make payment by NEFT/RTGS
or online banking using particular challan details. In case of any mismatch in
payment transaction and challan generated the buyer's payment may not be
accepted/authorized by the system. Any delay/penalty imposed due to
non-acceptance of e-Payment made by the buyer using old/used/wrong challan,
shall solely be the liability of the buyer and MSTC/Seller shall not be
responsible for the same. Please refer e-Payment Guide for proper procedure of
making payment.
e-Payment & RTGS/NEFT Payment Link available in Buyer's Login: The parties
opting for this mode may please note that the transactions made through this
mode will be reflected in MSTC's account in T+1 days (Transaction + 1). Hence,
they should make the payment well in advance so that it gets reflected in MSTC's
account on or before due date.
The buyers have to make payment by RTGS/NEFT from their own account only. No
third party payment shall be accepted.

ADDITIONAL TERMS & CONDITION
[A] After entering any Bid (in figures) on the Auction Floor, the Bidder must
check/re-check, the same (including the number of zeroes) before clicking the
~BID~ button. Once the ~BID~ button is clicked the Bid will be accepted by the
system and no correction can be made.
[B] The Auction List and Special Terms & Conditions (STC) being displayed in the
Auction Notification under View Forthcoming Auctions on MSTC s e-Auction Website
or being displayed in MSTCs Corporate Website (www.mstcindia.co.in) are
tentative and subject to last moment changes at MSTC s sole discretion till the
start of e-Auction. Only the Auction List and Special Terms & Conditions
displayed on the Auction Floor under View Live Auctions (and not under View
Forthcoming Auctions) on start of e-Auction will be final and will form the
basis for all sale contracts against this e-Auction and no representation /
complaint in this regard will be entertained by MSTC / Principal from the
Bidders. Bidders should therefore download the Material List and Special Terms &
Conditions displayed only from the Auction Floor under View Live Auctions for
their record purpose if required.
[C] In addition to the Special Terms & Conditions (STC), the Buyer Specific
Terms & Conditions (BSTC) will also form an integral part of the Terms &
Conditions of Sale through e-Auction. However, in case of any conflict between
the two, the Special Terms & Conditions shall prevail.
SPECIAL TERMS & CONDITION
1. MSTC Ltd. shall hereinafter be referred to as MSTC and the principal (owner
of the stock) as mentioned above in the catalogue as owners.
2. All the offer shall be valid for a period of 180 days from the date of
closing of e-auction.
3. The shops/ places/ offered for sale must be inspected as mentioned in the
catalogue. For inspection & other related matters, bidders may contact the
abovementioned representative on the abovementioned contact numbers.
4. The bidders shall submit Security Deposit equivalent to 9 months rent
through NEFT/RTGS within 7 days of e-Auction/acceptance of STA bid by Seller for
SOLD lot. Incase of non fulfilment of the contractual obligation, the security
deposit will be liable to be forfeited by Seller/MSTC.
5. All the materials are offered for sale on AS IS WHERE IS basis
Ex-works Owners, RATE MUST BE QUOTED ON UNIT BASIS FOR EACH LOT SEPARATELY NOT
PART THEREOF i.e., in Rupees per Unit Only. The quantity indicated against the
lot is purely indicative. Any conditional offer will not be accepted.
6. Rate must be quoted exclusive of GST as applicable will be charged. "GST
rates as indicated in this e-auction catalogue are only indicative. Actual GST
rates as applicable on the date of lifting shall be applicable. Bidders are
required to satisfy themselves about GST rate through their own sources/means
before bidding in this e-auction and any discrepancy should be intimated to MSTC
/ Seller at least one working day prior to the e-auction. No complaint from any
bidder thereafter, regarding any variation will be entertained after the
e-auction goes on live floor. Nonpayment of sale proceeds on the ground of any
discrepancy of GST rate will be treated as default and action as deemed fit
including but not limited to forfeiture of EMD/SD will be taken against the
bidder."
7. The Bidders/customers workmen shall have to abide by the rules & regulation
including safety & security regulation of the relevant statutory Acts.
8. In case of failure of party to execute / to comply with the order, as per the
terms and conditions of the order, the security deposit submitted by the
defaulter party will be forfeited. The same shop/plot at the sole discretion of
the Principal may be re-auctioned at the risk and cost of defaulter party and
losses / damages, if any, that may incur on this account, may be recovered from
the defaulter party.
9. The Principal / MSTC reserves the right to withdraw / post pone the eAuction
or to withdraw in part or full or to close the contract any time during the
currency of contract without assigning any reason thereof. This will not entitle
the buyer to demand compensation or right for delivery of full qty. by way of
extension of contract.
10. JURISDICTION: All questions, disputes or differences arising under, out of
or in connection with this e auction/contract concluded shall be subjected to
the exclusive jurisdiction of the Vadodara Court only.
11. In case of discrepancy between auction terms and attached GSRTC tender
terms, auction terms shall prevail.
